Whisk the heavy cream along with the vanilla and blue food gel using a mixer. Stop once you see stiff peaks.

On a low setting, carefully mix in the sweetened condensed milk. Add more blue gel for a deeper shade if needed.

Use a spatula to gently blend in the Oreos and Chips Ahoy pieces. Pour the mixture into an 8-inch cake pan or loaf pan. Sprinkle some crushed cookies on top as garnish.

Wrap the pan with plastic or cover it securely, then freeze it for a minimum of 6 hours, or overnight until it's firm.
